Kathleen R. Salsbury is an associate in the Firm’s Washington, D.C., office and is a member of the Health Law Group. Katie assists clients with a wide range of health care regulatory compliance issues, including those related to participation in government health care programs, licensing and CLIA.
She advises clients on Medicare and Medicaid reimbursement policies and program participation requirements. She assists clients with responses to both government and private payor audits and investigations.
She represents clients in appealing audit findings, extrapolated overpayments and Medicare enrollment determinations, and has taken numerous Medicare appeals through the Redetermination, Reconsideration, Administrative Law Judge and Departmental Appeals Board levels of the Medicare administrative appeals process.
Katie also counsels clients on all aspects of compliance with the HIPAA Privacy, Security and Breach Notification Rules. She assists clients in developing and implementing HIPAA policies and procedures, and negotiating business associate agreements.
She also advises clients on response and investigation of breaches and security incidents, including assessing notification requirements under HIPAA and state data breach laws. She has represented clients in several investigations by the Office for Civil Rights involving HIPAA complaints and reported breaches.
