Kathryn Donnelly concentrates her practice on military law; regularly handling cases involving Article 15s, letters of reprimand, courts-martial, security clearance and officer/enlisted separation proceedings. Kathryn’s nearly two decades of legal experience in military law, and her unique training as a military intelligence officer, enhances Tully Rinckey PLLC’s nationally-recognized military law practice.

Prior to joining the firm, Kathryn most recently worked as staff judge advocate for the Department of Defense Criminal Investigation Task Force. She provided legal support to special agents, intelligence analysts and support staff from all military branches, including deployed elements in Iraq, Afghanistan and Cuba.

Kathryn was previously a Special Assistant United States Attorney in the District of Columbia, where she litigated federal civil cases brought against the Department of Defense, including medical malpractice, federal employment and petitions before the Army and Navy Boards for Correction of Records.

Kathryn began her career at the United States Military Academy at West Point. She was commissioned as a military intelligence officer before turning her focus towards the law. In this role, Kathryn worked as trial counsel in the 3rd Infantry Division, where she prosecuted courts martial as a lead government attorney through dozens of criminal cases.

She also served as senior legal officer at Camp Humphreys in the Republic of Korea and as a Trial Defense Counsel, defending soldiers in contested courts-martial, administrative separation boards and Article 15s. Kathryn served as deputy judge staff advocate in the 7th Joint Multinational Training Command in Germany, where she supervised all legal operations in the 90-person Office of the Staff Judge Advocate.

She also developed and led a trial advocacy program for military prosecutors. Kathryn advised commanders and staff on post-trial matters in the busiest jurisdiction in Europe and the Commanding General on all convening authority issues, including panel selection and clemency issues.

Kathryn was also an agency attorney representing the Army in tort litigation in federal and state courts, defending the Army in over 45 medical malpractice, personal injury and environmental tort cases. She then served as Deputy of the Army’s Litigation Division, supervising all attorneys responsible for defense in civil lawsuits.

Kathryn obtained her juris doctorate from the University Of Texas School Of Law before going on to receive her Masters of Law degree from the Judge Advocate General’s School. She obtained her bachelor’s degree from the United States Military Academy at West Point.
