Katlyn A. Davis Farrell represents energy and utility clients on a variety of matters before the Federal Energy Regulatory Commission (FERC) and the North American Electric. Katlyn has prepared and submitted numerous filings under Sections 203, 205 and 206 of the Federal Power Act.
She has experience with representing companies seeking market-based rates, stated rates, and formula rates; filings to maintain market-based rates; and has represented clients filing complaints and comments with respect to Regional Transmission Owners (RTOs).
Katlyn has assisted in appellate proceedings before the District of Columbia Court of Appeals involving RTO issues. In NERC audit and enforcement actions, Katlyn has assisted clients with responding to Regional Entities regarding notices of alleged violations of various NERC Reliability Standards.
Katlyn’s practice also involves counseling clients on both FERC and NERC compliance matters including compliance with FERC Standards of Conduct, Affiliate Restrictions, and Form Filings. With respect to NERC compliance issues, Katlyn has significant experience with NERC’s Critical Infrastructure Protection (CIP) Standards.
Katlyn is active in the firm’s pro bono efforts. In 2014, she co-chaired a matter to secure asylum for a young mother who fled Cameroon to escape her violent husband, a high-ranking military official.
While attending law school, Katlyn worked as a FERC/NERC law clerk at a large energy company where her assignments primarily related to the FERC Standards of Conduct, Electric Quarterly Reports requirements, and compliance with NERC Reliability Standards. She also assisted in audit preparation related to the CIP Standards for several entities within the organization.
