Kay M. Tuttle grew up in Reedley, California and wanted to be a lawyer from the time she was in the 6th grade. She was influenced by her father who was a country lawyer and loved the practice of law and her mother who loved being a teacher.

She has been licensed to practice law in California since 1978. She has a BA degree in English Literature from Fresno State University where she graduated cum laude in 1975. She graduated from San Joaquin College of Law in 1978 in the first day school program. She has extensive experience and has specialized in Education Law representing public school teachers in employment related matters.

Ms. Tuttle has worked together with her brother, Ernest H. Tuttle, and has played an integral role in the precedent setting cases that the law firm has litigated and won for teachers over the past 38 years. Together they have won eight (8) precedent-setting cases for teachers.

Ms. Tuttle has fought to protect and enforce the statutory rights of public school teachers. She has prepared and researched numerous Petitions for Writ of Mandate with Points and Authorities to interpret and enforce the Education Code.

She has written and participated in appeals before the District Courts of Appeal in California, and two cases before the California Supreme Court which resulted in favorable rulings for teachers. She has also been retained as amicus counsel on an appeal.

Ms. Tuttle has been invited to speak regarding Teacher’s Rights under the Education Code before local and regional teacher organizations in California.

Ms. Tuttle has represented teachers with salary, sick leave and differential pay issues, classification issues including obtaining tenure, disability issues including seeking and requesting accommodations under the ADA and obtaining disability benefits for teachers from CALSTRS, pregnancy leave, and compelling school Districts to permit a teacher to return to work after illness or injury, and parent and administrator issues.

In her spare time, Kay enjoys spending time with her two grandchildren, painting in watercolor, yoga and cooking.
