Government contractors focused on biodefense, healthcare, information technology, and defense services turn to Kendall for counsel on issues ranging from pre-award protests and challenges to agency cost realism and technical evaluations.
He handles all facets of government contract litigation, including bid protests, civil false claims, fraud disclosures, small business issues, subcontracting, and teaming agreements. In addition, he represents government contractors before federal district courts, the Boards of Contract Appeals, the Court of Federal Claims, and the Government Accountability Office. In the hospitality realm, Kendall advises hotel, resort, and convention center clients, owners, lenders, franchisees, franchisors, asset managers, and management companies.
He regularly handles issues involving evaluations, commercial disputes, negotiation and enforcement of management contracts, and asset management. Kendall also counsels entrepreneurs and startup ventures on contract disputes, litigation, and data security and privacy laws.
In addition to his daily litigation practice, Kendall donates time and talents to Steptoe’s pro bono initiative. He represents clients in constructive eviction actions and mortgage foreclosure rescue fraud litigation. Kendall also serves as co-chair of the firm’s Hiring Committee.
