He advises companies on their compliance with maritime and transportation laws and regulations before the US Coast Guard (USCG), the US Customs and Border Protection (CBP), the Maritime Administration (MARAD), the Federal Maritime Commission (FMC) and the Federal Motor Carrier Safety Administration (FMCSA).

Cole counsels companies on Jones Act and American Fisheries Act compliance, manning requirements on the outer continental shelf, B1-OCS visas, and vessel entrance and clearance reporting requirements. Clients turn to Cole to represent them before CBP on seizures and penalties involving vessel and merchandise reporting violations and allegations of trademark infringement. He also represents clients before CBP on ruling requests involving coastwise trade.

Additionally, Cole advises and represents clients on a range of transactional matters including marine terminal operating agreements and their compliance with FMC regulations, vessel sale agreements, US and foreign vessel documentation, public-private-partnership agreements and charter agreements.

In his litigation practice, Cole represents clients involving cargo and vessel attachments, charter party and bill of lading disputes and collision and allision matters. He also advocates for pharmaceutical clients in many types of cases, including complex and multi-district litigation. On the pharmaceutical front, Cole is a proponent for expanding the role of pharmacogenomics in drug development and in litigation.
