Laurence Russell is a shareholder in Baker Donelson’s Baltimore office. Mr. Russell brings more than 25 years of legal experience in the health care field to his practice.
His representations include Medicare/Medicaid payment and compliance issues involving hospitals, physicians, pharmacies and other providers; fraud and abuse counseling and defense relating to the False Claims Act as well as the Stark and Anti-kickback Statutes; voluntary disclosures to CMS and the HHS-OIG; government investigations and qui tam cases relating to health care coding and billing issues; regulatory compliance advice for hospitals, nursing facilities, pharmacies and other health facilities and professionals; and hospital rate setting under the Maryland Medicare waiver.
He has also developed significant legal and operational experience relating to institutional and specialty pharmacies, as well as drug wholesalers and distributors.
An additional aspect of Mr. Russell’s practice includes providing advice to clients regarding the regulatory aspects of health care acquisitions. He represents individual and institutional clients before numerous administrative agencies and boards in cases involving payment disputes, professional licensure issues and a wide variety of other regulatory matters.
A former Maryland assistant attorney general, Mr. Russell served as chief counsel to the state’s Medicaid program and its Health Services Cost Review Commission. He was also a legal advisor to the Governor’s Commission on Health Care Policy and Financing.
