Lindsay B. Meyer, co-chair of Venable’s International Trade and Customs Group, assists domestic and multinational companies of all sizes in the efficient import and export of goods under U.S. laws and regulations.

As a licensed U.S. Customs broker, Lindsay has detailed knowledge of the regulations enforced by the U.S. Bureau of Customs and Border Protection (CBP), and significant experience in all aspects of trade and customs.

This insight, coupled with her well-established network of counsel around the globe, gives her the ability to develop innovative solutions to complex domestic and international legal problems. Lindsay is president of the Venable Foundation.

Lindsay’s clients include multinational manufacturers and service providers in the food, beverage, agricultural, seafood, high-tech, chemical, petrochemical, oil services, pharmaceutical, automotive, avionic, space control equipment, steel, food, and retail industries. She also represents not-for-profit and charitable organizations.

Lindsay regularly advises companies on compliance with import and export control laws and regulations, and appears before such regulatory authorities as the :

  • International Trade Commission (ITC)
  • U.S. Department of Commerce, Bureau of Industry and Security (BIS)
  • U.S. Department of State, Directorate of Defense Trade Controls (DDTC)
  • Committee on Foreign Investment in the United States (CFIUS)

Lindsay has extensive experience in helping companies comply with export controls regulated by BIS, DDTC, and OFAC, and actively assists clients with registration and license authorization requirements for exports, re-exports, and deemed exports.

She guides companies through internal Export Control Assessments, helps develop tailored compliance policies and procedures, and trains on export laws and regulations affecting companies. Additionally, she has defended exporters facing civil and criminal investigations for alleged violations of U.S. export control laws and embargoes.

With regard to import transactions, Lindsay routinely represents companies during U.S. Customs Focused Assessments, North American Free Trade Agreement (NAFTA) audits, and Customs Trade Partnership Against Terrorism (C-TPAT) and Importer Self-Assessment (ISA) programs. She defends clients during detentions, forfeitures, seizures, civil and criminal investigations, and other Customs-related matters.

Lindsay regularly provides strategic customs and trade counseling to Fortune 100 clients – conducting pre-assessment compliance reviews, including corporate-wide, multi-location assessments and training programs –  and represents companies before CBP in customs protests and Buy American Act (BAA) rulings. She also represents clients on appeal to the U.S. Court of International Trade and U.S. Court of Appeals for the Federal Circuit.

In addition, Lindsay has experience representing companies in trade remedy actions alleging infringement of intellectual property rights, antidumping duty and safeguard investigations, and reviews before the U.S. Department of Commerce and ITC, and on appeal, often resulting in findings of zero or minimal duties.
