Lisa Marie Windsor is a Partner with The Federal Practice Group. She focuses her practice on military law, federal employment law, and is also a key member of the litigation practice group.

Ms. Windsor represents active duty, reserve, retirees, National Guardsmen, and veteran service members in the Air Force, Army, Navy, Marine Corps, Coast Guard, the Public Health Service and NOAA before courts-martial, Boards of Inquiry, Article 15 proceedings, other disciplinary/administrative actions; and submits appeals on behalf of the members before the Discharge Review Boards, Physical Disability Review Boards, Boards for Correction of Military Records, Clemency Board, and in requesting Presidential Pardons.

Ms. Windsor also litigates cases before the Army Court of Criminal Appeals, Navy Marine Court of Criminal Appeals, Air Force Court of Criminal Appeals, United States Court of Criminal Appeals, United States District Court for the District of Columbia, and the Court of Federal Claims.

Ms. Windsor counsels and represents federal employees worldwide on a wide range of matters against federal government agencies, including EEO complaints, U. S. Equal Employment Opportunity Commission (EEOC) hearings, U. S. Merit Systems Protection Board (MSPB) appeals, in Sarbanes-Oxley whistleblower retaliation claims, False Claims Act retaliation claims, whistleblower reward laws, U. S. Office of Special Counsel (OSC) complaints, USERRA claims, and in replying to proposed adverse or disciplinary actions.

Before joining The Federal Practice Group, Ms. Windsor retired from the Army Judge Advocate General’s Corps after twenty-two years of Honorable service as Colonel. Upon retirement Ms. Windsor practiced in two Washington D.C. firms with a focus on military and federal employment law.

Ms. Windsor received her Bachelor of Arts in Economics from The University of Texas at Arlington and her Juris Doctorate from The University of Houston. She received a Master’s Degree in Strategic Studies at the U. S. Army War College in 2005 and was invited back to the school as a full-time faculty member in 2006. She received her Master’s Degree in clinical psychology from The Pennsylvania State University in 2010, where she focused on post-traumatic stress disorder and taught Conflict Resolution to graduate students at Duquesne University.

Ms. Windsor is a considered an expert in the field of military law and is frequently sought after for commentary on cases of national import, as well as, existing and emerging issues relating to military law and policy.  She has a specialized expertise in mental incapacity and disability issues with an authorship focus on the effects of post-traumatic stress disorder and sexual assault. She is an experienced – aggressive – warrior litigator.

Ms. Windsor maintains an unparalleled commitment to access to justice represented through the pro bono services she provides to the legal aide organization, Houston Volunteer Lawyers, fighting for low income veterans’ rights. Currently located in Galveston, TX, Ms. Windsor is licensed to practice in Texas and the District of Columbia, and is accredited to practice before the Veteran’s Administration.

She is a member of the Galveston County Bar Association, a lifelong member of the U. S. Army War College Alumni Association, and the chair-elect of the Military and Veteran Law Section of the Texas Bar Association. In her spare time, she is writing a science fiction novel and fosters kittens for the Galveston Island Humane Society.

Ms. Windsor is a recipient of the Legion of Merit and Meritorious Service Medal with silver oak leaf cluster.
