
Mark Miller serves as a Senior Attorney at the Pacific Legal Foundation. He is the managing attorney at the firm’s Florida office located in Palm Beach Gardens. He has a rich experience in the trial as well as appellate. His practice areas include constitutional law, administrative law, environmental law, and land use. He is well-known for his remarkable work in areas like property rights, the First Amendment, and other constitutional rights.
Publications including the CBS This Morning, Fox & Friends, The View, The Wall Street Journal, San Francisco Daily Journal, Newark Star-Ledger, Miami Daily Business Review, Stetson Law Review, and Florida Bar Journal have published his work. The National Public Radio has also featured his achievements.
Attorney Miller has won cases in the United States Supreme Court. He has represented clients before local zoning boards, at every level of the courts including the High Court as well as the Supreme Court of the country. He has acquired the membership of the Florida Bar, New Jersey Bar, Supreme Court of the U.S. Bar, and many federal circuits as well as district court bars.
The Florida Bar has certified him as an expert in Appellate Practice. He has served as the President of the Martin County Bar Association in the past. He is on the Board of Directors for Americans United for Life, and the Martin County Legal Aid Society. He has also received Florida Bar President’s Pro Bono Award in 2017.
The Florida Bar has appointed him as a member of the Board of Directors for Florida Rural Legal Services, Inc. He is a senior fellow of the James Madison Institute. He is a Federalist Society expert and a sought-after speaker. In 2018, Florida Governor Rick Scott has appointed him as a member of Florida’s Fourth District Court of Appeal Judicial Nominating Commission.
He obtained his Juris Doctorate in Law from the University of Florida – Fredric G. Levin College of Law in the year 1996. He served as the Assistant Public Defender at the Fifth Circuit Public Defender’s Office at Ocala, Florida in 1996-1997. He was the Judicial Staff Attorney at the Duval County Court in 1998-1999.
M. Miller later went on to serve as an elbow clerk to the U.S. District Judge Emerson R. Thompson, Jr., of Florida’s Fifth District Court of Appeal and Henry Lee Adams, Jr., of the Middle District of Florida in 1999-2002 and 2002-2004 respectively. He joined the Pacific Legal Foundation in 2014 after working with a couple of law firms.
