Martin A. Donlan, Jr. represents providers of health care services. Mr. Donlan gives daily guidance to hospitals, nursing homes, physicians and other clients on multiple issues including Medicare and Medicaid reimbursement, medical staff bylaws, mergers and acquisitions, joint ventures, certificates of public need and licensure/certification matters. He also represents the interests of providers and provider networks on matters including network development, payor contracting and related regulatory matters.

Major business transactions in which he was the principal attorney include the representation of owners selling, leasing, acquiring or financing health care facilities and businesses. He has significant experience in the negotiation of unique managed care contractual arrangements and has developed provider-controlled health insurers, PPOs, HMOs and networks.

Mr. Donlan also represents clients in business litigation and has litigated challenges to Medicaid payment rates, the use of statistical extrapolation in Medicaid overpayment claims, majority oppression within a stock nursing home company and insurance coverage denials. He also routinely represents health care providers and facilities in regulatory hearings involving Medicaid and Medicare reimbursement, licensure matters and certificate of public need applications.

Mr. Donlan is a member of the Virginia State Bar and the Illinois State Bar. Before joining the firm, he was a principal with Crews & Hancock, P.L.C., where he practiced since 1980. From 1976 until 1980, he was a Virginia Assistant Attorney General and represented various health agencies, including the Department of Mental Health, Mental Retardation and Substance Abuse Services in addition to serving in the Federal Litigation Section.

Mr. Donlan has also served on the board for Benedictine High School from 2000 to the present, and is also past chairman and member of the board of directors for St. Francis Home. Mr. Donlan received his Bachelor of Business Administration degree from the University of Notre Dame. He received his Juris Doctor degree from the University of Denver.
