Mr. Michael Diamond is senior counsel in the Corporate Practice Group in the Atlanta office of Seyfarth Shaw LLP. He has focused his practice in the area of public finance and the federal tax aspects of municipal bonds for more than 20 years. After initially providing tax support for public financing transactions, he expanded the scope of his practice to include serving as general bond counsel, underwriter and disclosure counsel, trustee’s counsel, bond purchaser’s counsel and developer’s bond counsel.
Mr. Diamond has served as bond counsel or special tax counsel for more than $800 million of multifamily and single-family housing revenue bonds, including redevelopment of nine former public housing facilities in Atlanta and Chicago; served as disclosure counsel or underwriter’s counsel in connection with $1.8 billion of airport and water/sewer revenue bonds in Florida and Georgia; and served as developer’s bond counsel in tax-exempt financings for air-cargo facilities at hub airports in New York City, Miami, Louisville and Newark.
His experience in public finance also includes general obligation bonds, sales tax revenue bonds, tax anticipation notes, certificate of participation transactions, build America bonds, and a variety of private activity bonds (small issue industrial development bonds for manufacturing facilities, recovery zone facility bonds, 501(c)(3) bonds for universities, hospitals and other healthcare providers, and exempt facility bonds for airports and local district cooling facilities)
