
Michael Navarre provides counseling, litigation, and investigations advice to large, small, and mid-sized government contractors in high stakes matters. He has counseled numerous US government contractors regarding overseas operations and successfully navigated complex, multi-jurisdictional legal challenges for his clients.
He has been lead counsel and a key component Steptoe’s bid protest and claims litigation teams in multi-billion dollar protests and claims in a variety of forums, including the Armed Services Board of Contract Appeals, Government Accountability Office, the Court of Federal Claims, and the FAA’s Office of Dispute Resolution for Acquisition (ODRA).
Mike has also led the investigations and litigation review portion of the government contracts’ due diligence in acquisitions and consolidations of large and mid-sized government contracting companies.
Mike also has a background in internal investigations and responding to both state and federal grand jury and civil investigative demands. In both private practice and his prior military service, he has led classified and unclassified investigations and represented companies in disclosures under various authorities, including the FAR 52.203-13 (the Contractor Code of Business Ethics and Conduct).
He is recognized in various aspects of military law and frequently speaks on topics at the intersection of military law, national security law, and government contracts.
