
Neil M. Popowitz is a founding partner of Freilich & Popowitz LLP.
An attorney/MBA with over 25 years of experience and a proven track record as a large company General Counsel, Neil’s practice focuses on delivering strategic business and legal counsel to government officials and senior business executives in the areas of land use, corporate, nonprofit, intellectual property, litigation, insurance, real estate, and business law; negotiating creative solutions for complex business agreements with Fortune 500 companies and government agencies; providing leadership in risk management and litigation minimization; and advising domestic and foreign corporations in matters of director and officer responsibility, privacy, labor and employment law.
Neil develops growth management and green land development codes; develops oil and gas ordinances to limit and mitigate hydraulic fracturing impacts upon local communities; and represents both government agencies and landowners with regard to planning and development, and in 5th Amendment takings claims.
He is the author or co-author of numerous articles, relating to land use or business law. Neil has an A.B. from the University of California at Berkeley, an M.B.A. from the University of Southern California, and a J.D. from Loyola Law School in Los Angeles. He is admitted to practice law in California.
