Noelle Wooten is a partner in Nelson Mullins Riley & Scarborough LLP’s Charlotte office where she counsels clients in several areas of environment and product regulation law, including environmental litigation, environmental due diligence. Ms. Wooten is also a trained mediator.
For more than 20 years, Ms. Wooten has assisted clients in solving litigation matters involving complex toxic tort issues, private party disputes, and administrative penalty matters. She has appeared and argued before federal, state, and administrative courts and commissions, including the Supreme Court of North Carolina, the North Carolina Office of Administrative Hearings, and the North Carolina Environmental Management Commission.
Ms. Wooten also negotiated one of the first prospective purchaser agreements under the Environmental Protection Agency (EPA) Brownfields Initiative. Before law school, she was an environmental protection specialist at EPA’s Office of Solid Waste, where she wrote portions of the 1990 Toxicity Characteristic Rule and served as Co-Chairperson for the FIFRA / RCRA Policy Issues Committee.

- Represented a number of companies in a large group of parties regarding hazardous waste disposal and Superfund issues at a bankrupt waste disposal site
- Representation and environmental advising of construction company on a range of environmental matters, including asset sale of major subsidiary and regulatory issues with state agencies
- Served as U.S. Legal Agent for international drug packaging manufacturer for all matters involving drug master file submissions, inquiries, and other communications with the U.S. Food and Drug Administration and Health Canada
- Advised and assisted numerous clients in evaluation of environmental condition of property and identification of creative solutions to allocate and manage environmental issues to allow transactions to proceed
