Attorney Eagan has served as a State Marshal Training Instructor at the Connecticut State Marshal Commission in 2004, 2007, 2012, and 2015. He serves as the Commissioner of the Connecticut Freedom of Information Commission since 2009 and its Chairman since 2013.

In the initial years of his legal career, he worked as a Law Clerk to U.S. Administrative Law Judge G. Marvin Bober, Washington, D.C., and then to the U.S. Magistrate Judge F. Owen Eagan.
