With more than 35 years of legal experience related to public utility matters in Texas, Patrick J. Sullivan has participated in most of the significant changes in Texas utility regulation during that period, including the creation and continued development of the wholesale and retail electricity markets in the Electric Reliability Council of Texas (ERCOT) region.
Patrick’s extensive legal experience, during which he has represented both regulators and regulated entities, allows him to help clients identify and resolve their regulatory issues. Patrick has represented clients in the numerous complicated and controversial cases and rulemaking proceedings that were necessary to implement competition in both the telecommunications and electric energy markets in Texas.
As these markets continue to evolve, clients have relied upon Patrick to protect their interests and to help them remain compliant with increasingly complex regulatory requirements. Patrick is often contacted by former clients and other attorneys to share his knowledge and experience in public utility law.
Patrick was a member of the first group of attorneys certified in Administrative Law by the Texas Board of Legal Specialization and has maintained his certification since 1989 by participating in numerous regulatory matters.
An active member of the Public Utility Law Section of the State Bar of Texas for many years, Patrick served as the Chair of the Section in 2011, organizing and presiding over the Annual Seminar. Patrick was recognized by Chambers USA, Chambers and Partners, as one of the leading practitioners in Texas for Energy (2011-2019).
