Pedro H. Hernández

Pedro Hernández specializes in representing clients on public finance matters with particular emphasis on bond issues in the State of Florida and the Commonwealth of Puerto Rico. Pedro also has experience serving as bond counsel to the Puerto Rico Industrial, Tourist, Educational, Medical and Environmental Control Facilities Financing Authority (AFICA) in a variety of education and healthcare financings.

Pedro has served as bond counsel, underwriters’ counsel, disclosure counsel and borrower’s counsel in a variety of issues, for both new money and refinancing purposes, including general obligations, revenue obligations, special assessments and other tax-based financings. These transactions have financed, among others, infrastructure improvements, electric facilities, water and sewer facilities, healthcare facilities and seaports.

In Florida, Pedro has experience as bond counsel, underwriters’ counsel and disclosure counsel in various types of municipal bond transactions including general obligation, revenue obligation, special taxing district and community development district financings. Pedro also has experience serving as borrower’s counsel on education and healthcare financings.

In Puerto Rico, Pedro has experience serving as bond counsel and underwriters’ counsel for the Commonwealth of Puerto Rico and as bond counsel for Government Development Bank for Puerto Rico and authorities of the Commonwealth including electric utilities and public buildings.
