Prior to joining Correia & Puth, Mr. Stephan served as an associate counsel at the Board of Veterans’ Appeals in the Department of Veterans Affairs, where he helped veterans in developing disability compensation claims and drafted final decisions on appeals for benefits on behalf of the United States Secretary of Veterans Affairs.

As a disability rights attorney working with the Civil Rights Division of the U.S. Department of Justice in Washington, DC, Mr. Stephan co-led investigations and monitoring to enforce the rights of individuals with disabilities, and to ensure that disabled people receive services in the most integrated and appropriate setting.

Mr. Stephan’s work on behalf of the Justice Department in the plaintiff class-action Lane v. Brown and in U.S. v. Rhode Island and U.S. v. Rhode Island and City of Providence resulted in expanding opportunities for thousands of people with disabilities to transition from sub-minimum wage and segregated employment to competitive integrated employment.  The Justice Department Civil Rights Division awarded Mr. Stephan its Assistant Attorney General’s Distinguished Service Award for his work.

Mr. Stephan earned his law degree from the University of Kentucky College of Law. During law school, he served as a student attorney in the University of Kentucky Legal Clinic and interned at the Mississippi Center for Justice. Mr. Stephan was a member of the University of Kentucky Moot Court Honor Society, was a Vice President and grant recipient of the Student Public Interest Law Foundation, and received the Black Law Students Association Civil Rights Fellowship.

After law school Mr. Stephan clerked for the Honorable Phillip J. Shepherd of the Kentucky Franklin Circuit Court, where he researched and drafted opinions on diverse areas of substantive law. He then served as a Public Policy Fellow at the National Lawyers’ Committee for Civil Rights Under Law, where he advocated for increasing access to voting rights and educational equity.

Mr. Stephan received his bachelor’s degree in Political Science from Northwestern University in Evanston, Illinois. Also prior to law school, Mr. Stephan taught elementary school in the Mississippi Delta with Teach for America, and was awarded his Masters in Diplomacy and Economic Development from the Patterson School.

Mr. Stephan is a member of the National Employment Lawyers Association.  He volunteers for Big Brothers, Big Sisters of the National Capital Area, and Gearing Up Bicycles, a bicycle repair and mentorship program.

Mr. Stephan is admitted to the bar of the District of Columbia Court of Appeals, the state bars of Kentucky and Mississippi, the Northern and Southern Districts of the U.S. District Court of Mississippi, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.
