Rachel Provencher focuses on political law and nonprofit organizations, with particular experience advising clients on lobbying registration and disclosure, state and federal campaign finance, gifts and ethics rules, procurement, pay-to-play laws, the Foreign Agents Registration Act, and post-employment restrictions for former public employees.

Rachel regularly works with businesses, law firms, advocacy groups, charities, associations, and political organizations on issues ranging from general counsel matters such as drafting contracts to finding creative solutions in political law for clients to meet their goals of influencing public policy and elections.

Prior to joining Venable, Rachel served as a presidential management fellow at the United States Department of Education, during which she completed a detail in the Office of General Counsel at the Federal Election Commission.

While there, Rachel worked on enforcement matters and an advisory opinion in response to an issue of first impression under the Federal Election Campaign Act, in addition to matters related to the Freedom of Information Act.

Prior to earning her law degree, Rachel was a corps member with Teach For America and taught middle and high school students in the Bronx, New York.
