With unique experience as an on-scene military accident investigator, public and private claims adjudicator, and litigation advocate, Rebecca Lipe focuses her practice on National Transportation Safety Board (NTSB) accident response, transportation regulation, aviation law, unmanned aircraft systems (UAS), litigation, and related administrative proceedings.
Rebecca assists clients in preparing and responding to NTSB investigations for both manned and unmanned aircraft and represents clients in claims adjudication and litigation for cases stemming from accidents in state and federal court.
She also helps clients obtain UAS Certificates of Waiver or Certificates of Authorization issued by the Federal Aviation Administration (FAA) and assists in creating operations manuals integral to incorporating UAS into commercial entities.
When necessary, Rebecca guides clients in drafting responses to the Department of Transportation (DOT) and FAA enforcement actions. She also assists clients with tracking regulatory changes to air traffic control operations and the incorporation of NextGen technologies as well as the introduction and testing of automated vehicles into the transportation infrastructure.
Rebecca continues to work in government contracts as well and has experience in multi-billion dollar government contract bid protests, and contracts involving aviation entities.
During her time in the US Air Force, Rebecca provided worldwide support, on-scene investigation, regulatory review, and training to Aerospace and Ground Accident Investigation Boards for mishaps involving aircraft, UAS, missiles, military ground training, and space crashes.
She also defended and adjudicated administrative claims and Federal Tort Claims Act litigation arising from Air Force aviation and admiralty activities worldwide.
