Richard Loa’s place of birth is in Los Angeles. He grew up and was educated in Texas. In 1973, he obtained his Bachelors of Arts in Political Science from California State University, Northridge.
In 1976, Richard obtained his Juris Doctorate from UCLA School of Law. He is an experienced lawyer with more than over 35 years of professional experience. He started his career as an attorney in 1976 working with Legal Services Aid to help in civil, corporate, and family law matters.
After two years, Richard started to practice General Practice Law in the San Fernando Valley. In 1989, he relocated to the Antelope Valley. Starting from 1989 he has worked in the Antelope Valley as an Alternate Defense Attorney and Alternate Public Defender until 2005.
Richard has brought hundreds of cases to trial before Civil and Criminal Courts. He is licensed to practice in all California State courts, and The United States District Courts: Central and Eastern Districts of California.
Mr. Loa has worked as an Arbitrator for the Superior Court of Los Angeles. He has also served as an Alternate Defense Counsel in Lancaster; CA. Additionally to his practice of law, Richard is well experienced in public service and real estate.
Mr. Loa acquired his California Real Estate Broker’s License in 1974. He actively serves as the corporate broker for Antelope Valley Real Estate Consultants in Palmdale, CA. He was voted to the Palmdale City Council in 2001. His four years of service was exceptional.
Richard provides representation to the Palmdale City Council as a delegate for the Antelope Valley Emergency Management Council and Antelope Valley Air Quality Management District. Also included are the Antelope Valley Regional Anti-Crime Committee and the U.S./Mexico Sister Cities Association.
Mr. Loa was selected by Governor Schwarzenegger to render service in Sacramento as a Commissioner on the Board of Prison Terms. The Governor also selected him to the Department of Consumer Affairs before giving him the position of Assistant Director to the Housing and Community Development Department.
Richard was also appointed by the Governor’s Office serve at the California Department of Corrections and Rehabilitation. After he completed his service in California in 2010, Richard and his family moved back to Palmdale, CA. He started his practice of law again in Lancaster, Palmdale, and adjoining areas.
Mr. Loa started the Law Offices of Richard Loa in Palmdale, CA in 2010. He is actively a member of the Antelope Valley Hispanic Chamber of Commerce. He is also a member of the Palmdale Sheriff’s Boosters.
Mr. Loa has been acknowledged for his contributions and accomplishments by local organizations such as The Association of Los Angeles Deputy Sheriffs and Professional Peace Officers Association. He lives with his wife Vera in Palmdale, CA. Their marriage is blessed with four children and five grandchildren.
