Robert F. Foster focuses on regulatory and economic issues for domestic and international passenger and cargo air carriers in front of the Department of Transportation (DOT), Federal Aviation Administration (FAA), the Department of Homeland Security, including the Transportation Security Administration (TSA), and the Internal Revenue Service (IRS).

In this capacity, Robert routinely advises clients regarding economic route authority, antitrust immunity, DOT policy initiatives, consumer protection enforcement, fractional ownership and charter operations, aircraft safety, and the collection and remittance of taxes and user fees.

He also advises clients on aviation regulatory aspects of aircraft and equipment transactions, mergers, acquisitions, and other corporate transactions involving the purchase and sale of aviation companies and assets. Prior to joining the firm, Robert practiced in the General Counsel’s Office of an AmLaw100 firm and in the Aviation Practice Group of a large national firm. Robert also serves in the U.S. Army Reserve.

Robert earned an accelerated undergraduate degree, magna cum laude and Phi Beta Kappa, from The Catholic University of America. Robert earned his law degree from Rutgers University School of Law, where he was an intern to the Hon. Thomas N. O’Neill, Jr. (U.S. District Court for the Eastern District of Pennsylvania).
