Ross Weiss concentrates his practice in the areas of zoning and land use and development.  For decades, residential, commercial, and industrial real estate developers and property owners, including educational institutions, have turned to Ross for solutions to their most complex challenges.

Ross has served as solicitor to several municipalities, including Whitemarsh Township and Lower Moreland Township, as well as to Towamencin Township Infrastructure Authority and Development Authority, the Waste System Authority of Eastern Montgomery County and the Montgomery County Sheriff’s Department. Serving in these roles provided Ross with essential insights into the inner workings of such bodies, which he now brings to bear for the benefit of his clients.

Ross’s steadfast dedication to his clients, and his tireless efforts to help transform their vision into reality, keeps them coming back time and again. For example, Ross has represented real estate development company Oliver Tyrone Pulver Corporation for more than 25 years.

Ross has been active in politics for the past 40 years, having served as treasurer for numerous political campaigns, including candidates for the state legislature, Pennsylvania Supreme Court, county commissioner, Court of Common Pleas of Montgomery County, district attorney of Montgomery County and Montgomery County District Justice.

In 2007, he served as treasurer of Matthews-Castor ’07 (Montgomery County Commissioners); in 2011, he served as treasurer for Brown-Castor ’11 (Montgomery County Commissioners); and he served as treasurer for Friends of Bruce Castor and Friends of Jenny Brown. Ross has also been a director of the Montgomery Bar Association, a member of its Judiciary Committee and served as chairman of the committee in 2000.

He has served on the Montgomery County Board of Health from 2002 to 2012, including time as its chairman. Ross is a member of the Montgomery County and American Bar Associations and is admitted to practice in Pennsylvania.

Ross earned his undergraduate degree from Pennsylvania State University in 1968 and his law degree from Duquesne University Law School in 1972, where he was an editor of the law review and member of the Appellate Moot Court Board.

He was a law clerk to Benjamin R. Jones, Chief Justice, Pennsylvania Supreme Court (1972-1973) and a member of the Montgomery County District Attorney’s Office from 1973 to 1979, serving as first assistant district attorney from 1975 to 1979.


  • Represented Oliver Tyrone Pulver Corp. in Conshohocken, Pa., and West Conshohocken, Pa., in riverfront development since 1987. The project included Pennsylvania redevelopment and condemnations, about 1.5 million sq. ft. of office space and two Marriott Hotels.
  • Served as solicitor to the Montgomery County Waste System Authority
  • Served as solicitor to the Towamencin Township Infrastructure Authority and Towamencin Township Development Authority
  • Represented Brad Paul, Peter Staz and Peter Spain in connection with obtaining entitlements and land use approvals for a mixed use, 77 unit apartment project that includes 10,000 square feet of retail space.
  • Represented Atria Assisted Living in connection with obtaining the entitlements and land use approvals necessary for a 120 unit senior housing project.
  • Represented The Hill at Whitemarsh in connection with obtaining entitlements and land use approvals for phase two of its continuing care retirement community, which includes five multifamily apartment buildings.
  • Represented Dranoff Properties, Inc. in connection with a mixed use, 110 unit apartment project that includes 9,000 sq. ft. of retail space that requires various entitlements and land use approvals.
