Shara Chang is Counsel in the San Francisco office of Buckley Sandler LLP where she represents corporate clients in matters relating to consumer protection regulation and enforcement. Her practice focuses on providing pragmatic compliance solutions to banks, mortgage companies, marketplace lenders, and other fintech companies on a variety of matters, including those related to unfair, deceptive, and/or abusive acts or practices (UDAAP) laws, Consumer Financial Protection Act (CFPA), Equal Credit Opportunity Act (ECOA), Fair Credit Reporting Act (FCRA), Fair Housing Act (FHA), privacy and data security issues, Real Estate Settlement Procedures Act (RESPA), and the Truth in Lending Act (TILA).
Ms. Chang was originally an Associate at Buckley Sandler before joining San Francisco-based fintech company, Affirm, Inc. as lead Product Counsel, where she advised business units on the legal and regulatory aspects related to the design, implementation, and execution of the company’s product set.
Prior to that, Ms. Chang was an Associate at Cleary Gottlieb Steen & Hamilton LLP, where her practice focused on U.S. bank regulatory matters, including regulatory aspects of bank mergers and acquisitions, bank charter formations and conversions, capital adequacy, and U.S. regulatory reform legislation.
Ms. Chang is active in the American Bar Association’s Business Law Section, where she serves as Chair of the Banking Law Committee’s Task Force on Diversity and Inclusion, Vice Chair of the Consumer Financial Services Committee’s Task Force on Diversity and Inclusion, and Vice Chair of the Small Dollar Lending Task Force. She was selected by the Business Law Section to serve as one of five Ambassadors nationwide from 2013-2015.
Ms. Chang is a Past President of the Greater Washington Area Chapter, Women Lawyers Division of the National Bar Association (GWAC) and participated in the inaugural class of the DC Bar’s Leadership Academy. She served as an Associate Trustee for the Washington Lawyers’ Committee for Civil Rights and Urban Affairs.
Ms. Chang has been featured in the Lawyers of Color’s 2013 Hot List Issue, which recognizes early to mid-year attorneys who are excelling in the legal profession. She was also named to the National Bar Association’s 2015 “40 Under 40” list, which recognizes the nation’s top lawyers under age 40 who exemplify a broad range of high achievement, including in vision, innovation, leadership, and legal and community involvement.
Ms. Chang received her J.D. from Howard University (cum laude). During law school, she served as Executive Publications Editor for the Howard Law Journal and interned for the Honorable Anna Blackburne-Rigsby of the District of Columbia Court of Appeals. Ms. Chang holds a M.A. in Economics from York University and a B.Com. from Ryerson University.
