
Sheila Kles has extensive experience within the area of public finance in both tax-exempt and taxable financings as bond counsel, underwriter’s counsel, borrower’s counsel, special disclosure counsel and tax counsel on general obligation bonds, revenue bonds, tax and revenue anticipation notes, commercial paper, qualified private activity bonds for hospitals, schools and other 501(c)(3) entities and for exempt facilities, pooled bond programs, single and multi-family housing bonds, and student loan bonds.
Sheila has structured multi-modal transactions, transactions that utilize various derivatives including swaps, guaranteed investment contracts and repurchase agreements. She instructs clients on arbitrage and the calculation of rebate and in post-issuance compliance. In addition to transactional finance, Sheila structured the original Florida Hurricane Catastrophe Fund and qualified it as an exempt entity.
