Stanley O. Sher is a founding partner of Sher & Blackwell, which joined Cozen O’Connor in 2010. Stan represents international ocean carriers as well as other companies before federal agencies, the courts, and Congress. He counsels and represents clients in a broad variety of negotiations, financing transactions, and civil disputes.
Before founding Sher & Blackwell in 1991, Stan spent 30 years in private law practice in Washington, D.C. Stan spearheaded industry wide negotiations on shipping law reform which led to the passage of the Ocean Shipping Reform Act of 1998.
He previously represented a large coalition of ocean carriers before Congress during its review and passage of the Shipping Act of 1984, and was selected by the Federal Maritime Commission to serve on the federal advisory committee that reviewed the success of that law.
Over the past 40 years, Stan has participated in virtually every major legislative initiative and judicial proceeding affecting the regulatory and competition laws governing international shipping. He has written and spoken on antitrust issues and testified on competition issues before the European Commission and the President’s Antitrust Modernization Commission.
Stan has also served as general counsel for a heavy construction firm handling financing, contract negotiations, and litigation. He was inducted into the International Maritime Hall of Fame for his outstanding contribution to the maritime field. Stan earned his undergraduate degree from the University of Wisconsin in 1956, Phi Beta Kappa, and his law degree from Harvard Law School in 1959.
