Stephanie H. Massey serves as bond counsel, underwriters’ counsel and borrower’s counsel in connection with the issuance of tax-exempt and taxable revenue bonds for governmental entities, including housing finance agencies, and in conduit issuer transactions for nonprofit institutions including hospitals, colleges, private secondary schools, charter schools, retirement communities, nursing homes, CCRCs, solid waste disposal companies and cultural and other institutions.
She frequently represents borrowers in connection with the bond counsel role and has experience with public offerings, private placements and taxable non-conduit bond offerings, including century bonds. Her practice encompasses transactions throughout the Northeast and elsewhere nationally. She is Co-Chair of the Public Finance Practice Group and a member of the Firm’s Board of Directors.
Representative Experience :
- Serve as bond counsel to the Massachusetts Development Finance Agency with respect to numerous financings for colleges, hospitals, cultural institutions and secondary schools
- Serve as bond counsel to the Dormitory Authority of the State of New York
- Serve as bond counsel to the Homeownership Division of the Massachusetts Housing Finance Agency and as co-bond counsel to the Connecticut Housing Finance Authority
- Serve as company counsel for a national solid waste disposal company’s tax-exempt bond program
- Serve as underwriters’ counsel for Maine Health and Higher Educational Facilities Authority, New Hampshire Health and Education Facilities Authority, and Vermont Municipal Bond Bank financings
