Stephen A. Jones has represented clients in international trade investigations and related dispute settlement under domestic and international law since 1990. A partner in our International Trade practice since 2000, Steve led the team from 2005 to 2012.
With almost three decades of experience in international trade matters, Steve represents U.S. industrial and agricultural clients in trade remedy proceedings, particularly anti-dumping and countervailing duty investigations, reviews and litigation. He also advises clients on dispute settlement proceedings related to the North American Free Trade Agreement and in the World Trade Organization.
Steve regularly appears before the U.S. Department of Commerce, the U.S. International Trade Commission, the Office of the U.S. Trade Representative, the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and NAFTA dispute settlement panels.
In addition, Steve counsels U.S. importers on compliance with U.S. customs laws, including internal investigations, audits, compliance and penalty proceedings. He also advises clients on the customs provisions of NAFTA and other free trade agreements, and conducts international trade due diligence in connection with corporate transactions and public disclosures.
Active in pro bono work, Steve has represented U.S. workers denied trade adjustment assistance benefits and refugees seeking asylum in the U.S.
Chambers USA 2016 noted that sources appreciate Steve’s “wealth of experience in the area,” adding, “he knows many of the judges, and that helps to give the client an understanding of how to evaluate different courses of action.”
