Steven A. Grossman is a consultant to Akin Gump. In addition to consulting at Akin Gump, Mr. Grossman serves as a public policy and FDA regulatory consultant at HPS Group, LLC. Mr. Grossman advises clients on matters relating to health policy development and analysis, provides regulatory counsel on FDA issues and product development, provides coalition development and advocacy, advises on scientific communications and provides Food and Drug Administration (FDA) advisory committee preparation.
Prior to joining the HPS Group, LLC, Mr. Grossman served as the senior managing director and director of health policy at Hill+Knowlton Strategies. During his time at the company, he developed and implemented public affairs, communications and crisis management programs for health care, pharmaceutical and food industry clients. He also counseled clients on policy, strategy, corporate communications, regulation and legislation matters.
Mr. Grossman served as a deputy assistant secretary for health in the U.S. Department of Health and Human Services (HHS). During his four-year tenure, he was responsible for the development of health policy, planning, evaluation and regulatory programs for the U.S. Public Health Service. Among his accomplishments, he chaired the “long-term care” component of the HSS secretary’s initiative on catastrophic health care costs, coordinated the president’s response to his Commission on HIV Infection and AIDS and served as acting chair of the Orphan Product Board.
Previously, Mr. Grossman was health staff director and majority counsel to the Senate Committee on Labor and Human Resources (now the Senate HELP Committee). He had served as one of the chief Senate negotiators on the Orphan Drug Act of 1983 and the Drug Price Competition and Patent Term Restoration Act of 1984 (Hatch-Waxman). Earlier in his career, while at the Association of American Medical Colleges, Mr. Grossman was an analyst and advocate for the nation’s medical schools.
Mr. Grossman was the co-founder and executive director of the FDA Alliance, a coalition advocating for increased appropriated resources for the FDA. In January 2008, the Alliance merged with another advocacy group and became the Alliance for a Stronger FDA. He currently serves as the organization’s deputy executive director and writes a weekly blog column on FDA for the Alliance’s Friday Update.He has also been involved in writing a blog column entitled FDA Matters; more than 100 of these columns are online at www.fdamatters.com.
