Steven A. Rowings concentrates his practice on domestic and international communications matters related to wireless, satellite, broadcast, telecommunications, and advanced and emerging technology companies, including issues related to licensing, rulemakings, regulatory compliance, acquisitions and restructurings.
Mr. Rowings has significant experience in Federal Communications Commission (FCC) regulatory issues. He has represented technology companies before the FCC, the National Telecommunications and Information Administration, and the Department of Defense. Mr. Rowings has advised clients with respect to FCC rulemakings, spectrum auctions, spectrum leasing, tower matters, radio license transfers and renewals, and enforcement actions.
He has also counseled clients on various transactions for companies in the communications industry, including spectrum acquisitions and dispositions and transfers of control of FCC-regulated entities. He assists private equity and hedge funds in analyzing the effects of FCC regulations on investments. Mr. Rowings also has counseled clients on premerger integration planning and antitrust compliance.
Prior to joining Akin Gump Strauss Hauer & Feld LLP, Mr. Rowings was an honors attorney in the Wireline Competition Bureau of the FCC for nearly two years. While at the FCC, he worked extensively on matters related to rural-broadband and long-distance telephone service, as well as on initiatives to spur broadband investment.
Mr. Rowings also has substantial experience with the FCC’s rural health care programs. He was previously employed as a legal intern in the Media Bureau of the FCC.Mr. Rowings is a member of the American Bar Association and the Federal Communications Bar Association.
