Stuart Raphael is the former Solicitor General of Virginia. As a partner in the Washington and Virginia offices of Hunton Andrews Kurth LLP, he focuses on appellate litigation, constitutional issues, complex litigation and strategic counseling.
In his role as Virginia’s chief appellate advocate, Stuart authored more than 75 briefs in federal and state court, presented oral argument more than 30 times in high-profile civil and criminal appeals, supervised briefs filed by the Office of the Solicitor General, and provided legal counsel to the Governor and the Attorney General of Virginia.
Before that, Stuart served for 24 years at the firm, representing clients on appeal and at trial in a wide variety of areas, including constitutional litigation, toxic torts, intergovernmental disputes, major infrastructure and P3 controversies, water rights and construction litigation.
Before his stint in public service, Stuart was listed as a leading individual in commercial litigation in Chambers USA between 2006 and 2013, and as a national leader in water rights in 2004. He is a member of the American Academy of Appellate Lawyers.
