For more than 20 years, Suzanne Beaudette Murray has enjoyed the practice of environmental law in the public and private sectors. She is a strategic thinker committed to achieving results who has experience as a member of the federal Senior Executive Service, as an in-house counsel and in large law firms in Texas and New York.

Through this practice, Suzanne has proven results in all major areas of environmental law, and has built strong and productive relationships with State and Federal partners, the regulated community, environmental advocacy groups and communities which benefit her clients and help them achieve win-win outcomes in complex, multi-faceted environmental resolutions.

Suzanne draws on this real world experience to help clients achieve their objectives in acquisitions, rule challenges, government investigations, permitting, defense of enforcement actions, crisis management and emergency response, compliance audits, fuels, climate regulation and carbon trading matters. She currently represents many Fortune 50, mid-cap and small companies in the energy, industrial, finance, real estate, agricultural and retail sectors.

Prior to joining Haynes and Boone, Suzanne served at the U.S. Environmental Protection Agency (EPA) and was the Regional Counsel for Region 6 from 2008 to 2015. As Regional Counsel she was the general counsel for the EPA Region responsible for all regulatory and enforcement matters in Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

During her time at the EPA, Suzanne was awarded several commendations for “Outstanding Performance” by the EPA and DOJ. Under her leadership, her office also constantly produced 20 percent of the Nation’s environmental results with only 8 percent of the national resources.

As a result, Suzanne had a seat at the table for policy and enforcement matters in every major environmental issue over the last 10 years, including the Clean Power Plan, the Waters of the US Rule, Regional Haze and the EPA National Enforcement Priorities. She has substantive experience in all federal environmental statutes, particularly the CAA, CWA, RCRA, CERCLA, OPA, TSCA, NEPA and FIFRA.

Suzanne personally negotiated more than 50 judicial and administrative cases as counsel for EPA and as special counsel for DOJ, including several global settlements under the refinery initiative.

She drafted and negotiated NOVs and FOVs and administrative and judicial complaints, consent decrees and consent orders. She was responsible for referring cases to DOJ and has a deep understanding of the law and process for both civil and criminal matters.

In this capacity she represented EPA in high profile matters such as the “Deepwater Horizon” response, Hurricane Katrina response and EPA’s enforcement of all national enforcement priorities, including Next Generations Enforcement, the Refinery Initiative, the Power Plant Initiative, Energy Extraction, Hazardous Waste Enforcement including Mineral Processing, Clean Water Act, including drinking water, NPDES and OPA programs, and Clean Air Act initiatives involving NSR, Title V and Air Toxics. Most of these major cases involved multi-year litigations and negotiations.

On the counseling side, she has a comprehensive understanding of Title V permitting requirements, deviation reporting, the development of compliance plans and Title V objections and permit challenges.

She also has a first-hand understanding of the reporting requirements for excess emissions and emergency response. She supervised the issuance of GHG permits in the state of Texas and successfully defended two challenges to GHG permits at the EAB.

She also has experience in all aspects of water permitting, underground injection, RCRA permitting and cost recovery, removal and remedial actions under Superfund laws and re-development under federal and state Brownfields programs and state and federal audit policies.

Suzanne also serves on the advisory board for the Kay Bailey Hutchison Center for Energy, Law and Business at the University of Texas.
