Thomas C Horne

Attorney T. C. Horne is a member of the American Board of Trial Advocates, The Association of Trial Lawyers of America, State Bar of Arizona, and Maricopa County and American Bar Associations.

He served as the Arizona Chairman of the Construction Law Committee of the Litigation Section of Maricopa County and American Bar Associations during 1975-1976. He was the Chairman of the Arizona State Bar Construction Section in 1990-1991.

Before joining his current law firm, he served as the Elected Arizona Attorney General at the Arizona State Government from 2010 to 2014.

As an Attorney General, he argued cases in Arizona Supreme Court, the Arizona Superior Court, the Ninth Circuit Court of Appeals, and Federal District Court. He also argued for the State of Arizona before the United States Supreme Court in two cases.

Before his service in statewide elected office, he served as a litigation attorney in private practice for more than 30 years and served as a partner with firms such as Lewis and Roca, Horne, Bristow & Dulberg, PC, and Horne, Ducar, Lorona, and Slaton. He obtained many jury verdicts more than one million dollars in private practice.

He received induction into the American Board of Trial Advocates early in his practice, for which the association required him to submit minimum documentation of 25 trials to a jury to a conclusion as first chair lawyer. He also earned a statewide reputation for simplifying complex commercial cases for juries.

He is the author of Arizona Construction Law that the State Bar of Arizona published and the first comprehensive treatise specifically related to construction law in the state. He also served as the Chairman for the State Bar Construction Law seminars from 1978 through 2000, while in private practice.

He served as a Special Assistant Attorney General and handled all major highway construction cases, and some major cases for the Department of Administration in prison construction, in the 1980s. He also tried as well as arbitrated many construction cases.

He has also served as a Special Assistant Attorney General, Superior Court Judge Pro Tem and Court of Appeals Judge Pro Tem. He was the President of the school board of Arizona’s third-largest school district for 24 years, while he also practiced law.

Thomas Horne has served for four years in the Arizona Legislature and as a member of the Judiciary Committee as well as the Chairman of the Academic Accountability Committee.
