Thomas Kirby focuses his practice on the regulation of oil pipelines and electric and natural gas utilities by the Federal Energy Regulatory Commission (FERC). Thomas regularly advises investor-owned utilities and oil pipelines on a variety of rate, tariff, market, and contract issues.
Additionally, Thomas frequently represents clients in administrative litigation and settlement proceedings and assists with federal appeals of FERC actions. He also counsels energy clients in enforcement matters and investigations.
Prior to joining the firm, Thomas served as a judicial clerk to the Hon. David H. Coffman and the Hon. John P. Dring at FERC. Thomas advised on formula rates, return on equity, reactive power compensation, market-based rates, and complex issues of practice and procedure.
Thomas is a past Chair of the Energy Bar Association’s FERC Practice Committee. He also provides pro bono representation to tenants facing eviction from subsidized housing and to a parole applicant who was sentenced as a juvenile to life in prison in Maryland.
