Tom has been practicing law for more than 25 years, initially as an attorney with the US Treasury Department’s Office of Thrift Supervision. He entered private practice in 1991 and joined Mayer Brown in 2006. Prior to practicing law, he served on the staff of the Committee on Financial Services of the US House of Representatives and on the staff of the US Senate.

He has represented clients before the Federal Reserve, the Department of Treasury, the Federal Deposit Insurance Corporation (FDIC), the Securities and Exchange Commission (SEC), the Financial Crimes Enforcement Network (FinCEN), the Office of Foreign Assets Control (OFAC), and the Consumer Finance Protection Bureau (CFPB).

Also, he has appeared before various state authorities, including in New York, California, Illinois, Florida, and the District of Columbia. In addition to financial services firms, Tom has advised foreign governments on their establishment of regulatory and enforcement systems that conform with international standards, including those specified by such bodies as the OECD’s Financial Action Task Force.
