Victoria E. Murphy is an associate in Mayer Brown’s Washington DC office and a member of the Intellectual Property practice, with a focus on patent litigation. She assists in litigating patent infringement matters before various district courts throughout the US, including the Eastern District of Texas, District of Delaware, District of New Jersey, and the District of Maryland.
She also assists in actions arising under Section 337 of the Tariff Act of 1930 before the US International Trade Commission. Her cases involve a diverse array of technologies, including mobile communication devices, automobiles, semiconductor devices, medical devices and electromechanical devices.
Victoria also has extensive experience in Customs and import compliance, including assisting clients undergoing audits by Customs and Border Protection, advising importers on matters arising out of antidumping and countervailing duty orders, obtaining binding rulings from Customs, preparing and filing protests and prior disclosures, and presenting petitions for cancellation or mitigation of fines, penalties, seizures and claims for liquidated damages.
Victoria has advised clients in matters involving tariff classification, valuation, country of origin determination and marking, entry procedures and the application of duty-reducing programs such as North American Free Trade Agreement, the Generalized System of Preferences, Caribbean Basin Economic Recovery Act, and the US-Israel Free Trade Agreement.
