Vincenzo Carannante is a partner in the firm’s Health Law Practice Group, where he represents a variety of healthcare facilities and providers including hospitals, tissue banks, ambulatory surgical centers, FQHCs, behavioral health providers, clinical laboratories, residential care homes, home health agencies, physician practices and individual practitioners.
Vincenzo provides representation to clients in connection with compliance and reimbursement issues including all Medicare and Medicaid reimbursement, fraud and abuse, Stark, Anti-kickback and audit issues and investigations. He assists clients in establishing or structuring facilities, transactions, operations, and contracts in order to comply with the numerous regulatory hurdles faced by health care providers.
He also represents clients in compliance and reimbursement audits and investigations conducted by state and federal agencies including the OIG, DOJ, HRSA, DSS, CT Attorney General’s Office, MassHealth, fiscal intermediaries, and government contracted auditors.
Vincenzo also represents clients before the Office of Health Care Access (OHCA), the Connecticut Department of Public Health (DPH), the Connecticut Department of Social Services (DSS) and other federal and state agencies in Connecticut and Massachusetts.
He regularly counsels clients on all OHCA related matters and proceedings including, applying for Certificates of Need (CONs) for the establishment of a new or the sale/transfer of ownership of an existing health care facility or challenging CON applications filed by adverse parties. Vincenzo has assisted clients navigate over 100 CON matters.
He also advises clients on privacy and HIPAA issues and the licensure of new facilities and ongoing compliance with Connecticut regulations, handling DPH investigations and hearings, preparation of Corrective Action Plans and negotiation of Consent Orders on behalf of healthcare facilities and providers.
Vincenzo also represents individual practitioners in licensure investigations involving DPH and related professional boards. In the life science space, Vincenzo routinely advises clients with respect to various contractual, business, and regulatory matters including, compliance with applicable AATB, EBAA, FDA, and HCT/P guidelines.
As outside legal counsel to numerous FQHCs, Vincenzo regularly counsels and assists FQHCs with a wide range of business and regulatory matters including: preparation and review of contracts and affiliation agreements; coordination of FQHC governance and operations in accordance with Federal (e.g. HRSA) and state requirements; defending FQHCs with respect to government investigations and audits; HIPAA and state patient data privacy and security requirements; and licensure matters before the Connecticut Department of Public Health.
Prior to joining the firm, he was a law clerk to the Honorable Thomas A. Bishop of the Connecticut Appellate Court.
