Warren F. “Jay” Myers’s practice is primarily focused on legislative and regulatory advocacy in Massachusetts, particularly in the areas of health, energy, environmental, and technology industry issues. Jay has advised several major Fortune 500 companies on the implications of existing Massachusetts law as well as potential strategies to revise existing law through legislative and regulatory changes.
Jay also represents clients in a number of regulatory litigation matters, including acting as the lead attorney representing a large trade association before the State’s Department of Public Utilities in a complex, multi-billion dollar rate design proceeding.
Prior to joining the Firm, Jay was General Counsel to the Joint Committee on Financial Services of the Massachusetts Legislature, where he advised Chairman Aaron Michlewitz and the Committee on proposed changes to health insurance, banking, credit unions, real estate transactions, property and casualty insurance, and consumer protection law.
Among other issues, Jay played an integral role in drafting and negotiating the State’s landmark law on Transportation Network Companies (e.g., Uber, Lyft) and helped author a bill impacting short-term residential rentals through websites such as Airbnb. He has also served as General Counsel for the Joint Committee on Public Service of the Massachusetts Legislature and has extensive experience working in private practice.
