William A. M. Burke is an associate focusing on Maritime, Admiralty, International Trade, and Government Contracts matters. He also maintains a pro bono practice in veterans’ disability compensation appeals. Prior to attending law school, Bill served for eleven years as an officer and naval aviator in the U.S. Navy.
He served as a helicopter pilot, a Navy R.O.T.C. instructor, and a staff officer in the headquarters staff in Baghdad, Iraq. He made three afloat deployments in Navy warships, each involving more than six months at sea, as well as multiple shorter voyages.
In Iraq, Bill was responsible for reviewing and evaluating proposed acquisitions and for conducting appropriated fund expenditure rate analyses, giving him invaluable practical experience in defense contracting.
In addition, he helped to establish an office charged with theater-wide contractor oversight and conducted the Multinational Force-Iraq commander’s internal control plan audit, experiences which he now applies to helping government contractor clients meet their compliance obligations.
