William A. Holby focuses on municipal finance transactions, with an added emphasis on negotiating economic incentive arrangements. A partner in our Finance practice, Bill has nearly 40 years of experience representing cities, counties and other government authorities in structuring tax-exempt transactions.
He also represents financial institutions as direct purchasers and as credit and liquidity providers in connection with public finance transactions.
Focused on counseling clients across a broad spectrum of public finance transactions, Bill has provided services addressing every aspect of these financings. He represents municipal bond issuers as well as private beneficiaries of tax-exempt bonds. In addition, he actively serves financial institutions that are involved in the full range of leveraged finance, tax-exempt finance, and other secured and unsecured lending transactions.
Bill counsels clients across the country regarding access to the municipal market to finance transportation, energy, environmental and other eligible projects. His clients also include nonprofit organizations such as healthcare providers, secondary schools, colleges and universities, and charitable service providers.
A recognized leader in facilitating economic development projects, Bill has worked both with governmental agencies and with private beneficiaries on numerous transformative projects across the Southeast and beyond. He is a regular conference speaker regarding the tools and stratgies used to promote economic growth.
A past President and Board member of the National Association of Bond Lawyers, Bill received NABL’s Frederick O. Kiel Distinguished Service Award in 2013. He was inducted into the American College of Bond Counsel in 2000 and currently serves as a member of its Board of Directors.
