Ethan Goodman possesses extensive knowledge of New York City, New York State and federal land use and environmental permitting regulations and procedures. He regularly and successfully manages the discretionary approval process for major residential, commercial and community facility buildings throughout New York City.
Ethan combines his Urban Planning background with years of experience navigating the complexities of the New York City Zoning Resolution and discretionary permitting processes to serve as the lead point of contact for major development projects.
He has managed the technical, community outreach and political outreach components for discretionary approvals, including applications pursuant to the City’s Uniform Land Use Review Procedure (ULURP) and Variance and Special Permit applications to the City’s Board of Standards and Appeals.
With more than a decade of previous experience working in the land use practice of a New York City law firm, Ethan has developed extensive skills in managing the team of architects, engineers, environmental consultants, traffic consultants and outreach consultants needed to successfully bring projects through what is often a long and complex approval process.
Ethan is also a resource for the day-to-day zoning and land use questions that arise in the course of property ownership and development. Having conducted zoning analyses and massing studies for hundreds of properties throughout the city, he has an intimate knowledge of the zoning regulatory framework as well as the real-world practicalities implementing that framework on a particular development or redevelopment site.
Prior to joining Fox, Ethan was an urban planner and project manager at a law firm in New York City, where he oversaw the approval process for major projects in all five boroughs. Prior to working in zoning and land use, he spent three years at the environmental planning firm AKRF, where he guided development projects and policy initiatives through the environmental review process.
