George Callas advises national and multinational corporations and partnerships on tax policy matters, particularly issues related recent tax reform legislation, including global intangible low-taxed income (GILTI), foreign-derived intangible income (FDII), the new Base Erosion Anti-abuse Tax (BEAT), interest and business income deductions, and the tax aspects of cross-border transactions.

Drawing on 15 years of experience on Capitol Hill, most recently as Senior Tax Counsel to Speaker Paul D. Ryan in the US House of Representatives, George unites substantive tax knowledge with a deep understanding of tax policy and the political environment.

As Senior Tax Counsel to Speaker Ryan, George was a lead House Republican staff negotiator on three major tax packages enacted into law: The Protecting Americans against Tax Hikes (PATH) Act of 2015; The Tax Cuts and Jobs Act (TCJA), including the “Big Six” negotiations that preceded the TCJA; and, most recently, the tax title of the Bipartisan Budget Act (BBA) of 2018.

Clients benefit from his expansive knowledge of the technical and policy elements of tax legislation and regulations, and the intent behind recent tax legislation, coupled with an understanding of the political implications of tax provisions and the procedural requirements necessary to succeed in making law.

Prior to joining the Office of the Speaker, George served for seven years as senior tax staff, including Chief Tax Counsel and Staff Director for the Subcommittee on Select Revenue Measures, on the House Ways and Means Committee, where he worked closely with three chairmen (Dave Camp, Paul Ryan, and Kevin Brady).

During his tenure as Chief Tax Counsel, George worked on the revenue aspects of several pieces of trade legislation. While working on the Hill, he also served as Counsel to the US House of Representatives Committee on the Budget, was Legislative Director and Senior Advisor to Senator George Voinovich.
