Michael Bain counsels clients on complex public policy matters and helps them successfully navigate Washington, D.C.’s legislative and regulatory environment. Michael applies his extensive Congressional and private sector experience working at the nexus of federal policy, regulation, and appropriations to develop whole-of-government strategies that achieve favorable outcomes for clients.
Michael served on the staff of the U.S. Senate Appropriations Committee for nearly a decade where he was involved in almost every aspect of developing and passing federal appropriations legislation. As part of that role, he managed the defense portfolio for the Military Construction and Veterans Affairs subcommittee, where he worked closely with the Congressional Armed Services Committees and the Department of Defense.
Michael also served on the Senate Appropriations Committee’s full committee staff, and for the Senate Appropriations Subcommittees on Transportation/Housing, Commerce, Justice, Science, Financial Services, and Energy and Water Development.
Prior to joining Cozen O’Connor, Michael was an in-house lobbyist for a leading aerospace company. There he developed and implemented federal and state level government affairs strategies and led multiple legislative and regulatory initiatives. In doing so, he worked closely with the Senate Commerce Committee and the House Energy and Commerce Committee, as well as the House Transportation and Infrastructure Committee.
In this role, Michael was also heavily involved in matters before the Federal Communications Commission, the Department of Transportation, and the White House. Michael earned his law degree from George Washington University Law School and his undergraduate degree in political science from Miami University.
