Helen M. Chen is an associate in Venable’s Regulatory Practice in the Washington, DC office who focuses on the financial services sector. Prior to joining Venable, Helen was a regulatory attorney at a financial services, criminal, and civil enforcement defense law firm in Washington, DC, where she performed quality control and privilege review of production documents for complex civil litigation, Consumer Financial Protection Bureau (CFPB) enforcement actions, and attorney general investigations.
Helen assisted in counseling on regulatory and enforcement matters involving fair lending, Fair Debt Collection Practices Act (FDCPA), Truth in Lending Act (TILA), and Unfair, Deceptive, or Abusive Acts (UDAAP) issues.
She also drafted and assisted with negotiating and executing corporate and transactional agreements, such as LLC operating agreements, credit facilities, mortgage loan purchase agreements, mortgage servicing rights sale agreements, and deposit account control agreements.
Earlier in her career, Helen was a judicial intern for the Honorable Laura A. Cordero at the DC Superior Court, where she drafted orders and provided recommendations for rulings on civil cases.
