Jennifer Scarbrough

Jennifer Scarbrough, an Associate in Tully Rinckey PLLC’s Washington, D.C. office, focuses her practice on Federal Labor & Employment Law and Security Clearance matters. Jennifer possesses extensive knowledge regarding employment in the federal government, including administrative appeals boards, as well as security clearances and national security.

Her professional experience with the federal government required her to hold a TS/SCI security clearance and, as a result of her proximity to high-level government officials and the sensitive nature of their offices, was involved in countless security clearance investigations on behalf of associates who needed to attain or renew their clearances. She is well versed in national security issues, the broader interaction between the three branches of government, and maneuvering through the Pentagon and interagency bureaucracy.

Prior to joining Tully Rinckey, Jennifer was a staff attorney for Pontius Tax Law, LLC in Rockville, Maryland, where she helped launch a new practice and assisted individuals and small businesses with sensitive tax matters. Previously, she was a law clerk at McAdoo Gordon & Associates, P.C. in Washington, D.C., where she assisted in all phases of litigation before federal courts, assisted in representation before the Defense Office of Hearings and Appeals, the Merit Systems Protection Board, other agencies, and administrative appeals boards.

She also worked on cases involving federal employees’ rights, security clearances, debarment from government contracts, expungements, congressional investigations, and white collar crime. Jennifer previously worked in the Litigation Division of the Office of the General Counsel at the Federal Election Commission, assisting supervising attorneys with all phases of litigation before federal district and appellate courts.

Other positions included Confidential Assistant to the Secretary of the Navy at the U.S. Department of Defense and Briefing Coordinator for the Deputy Secretary at the U.S. Department of Homeland Security. Jennifer also has held multiple, high-level positions with state and national political campaigns.

Jennifer obtained her law degree from The George Washington University Law School, where she was a Thurgood Marshall Scholar. She also was Executive Notes Editor of the The George Washington International Law Review; a volunteer screener for the Mid-Atlantic Innocence Project; a Family Law Pro Bono Project volunteer; and the author of two academic papers on employment law issues. She received a bachelor of arts degree in psychology and political science from the University of Tennessee, Knoxville.
