Paul G. Holly is an associate and intellectual property lawyer with Foley & Lardner LLP. He offers more than a decade’s experience in engineering, including designing hardware, creating test procedures, configuration management and life cycle maintenance for election products.
He is highly skilled in hardware design, software design and specialty software usage, including electrical modeling software and project management software. Mr. Holly is a member of the Electronics and Mechanical & Electromechanical Technologies Practices.
Prior to joining Foley, Mr. Holly worked as a summer associate and patent agent with a patent law firm. He conducted numerous interviews with USPTO examiners and drafted patentability opinion letters.
He has held positions as patent agent and law clerk with other Chicago firms, working often with software-based inventions, invention disclosure, patent litigation documents and provisional patent specifications. He has also analyzed products to determine potential patent infringement.
Mr. Holly’s engineering experience includes positions as a product line engineer, senior test engineer and design engineer.
He has led a project team to design a microprocessor-based application specific integrated circuit, designed and fully tested hardware implementations of specialized computer boards, and coordinated contractors for software development and technical writing.
Mr. Holly has also led and participated in multiple federal and state certifications of voting equipment.
Mr. Holly graduated from The John Marshall Law School (J.D., cum laude, 2015), where he was an Hon. Howard T. Markey Distinguished Scholar and elected to the Order of John Marshall.
He received the CALI Excellence for the Future Award in intellectual property survey, constitutional law II & remedies. He also received multiple dean’s list honors and was an editor of The John Marshall Law School Review of Intellectual Property.
Mr. Holly received his bachelor’s degree, cum laude, in computer engineering from Rose-Hulman Institute of Technology (B.S., 2001), minoring in mathematics.

Mr. Holly is registered as a patent agent to practice before the United States Patent and Trademark Office. He is admitted to practice law in Illinois.
