Ryan Stoll concentrates in complex litigation, internal investigations, white collar criminal defense, and U.S. and international arbitrations. Mr. Stoll has extensive trial and appellate experience. He previously served as an assistant United States Attorney for the Northern District of Illinois, where he handled a wide variety of prosecutions, include racketeering, public corruption and fraud prosecutions.
While an AUSA, he twice received the Director’s Award for Superior Performance and also was awarded the Chicago Chamber of Commerce’s Excellence in Law Enforcement Award. Since his return to Skadden, Mr. Stoll consistently has been named in Chambers USA: America’s Leading Lawyers for Business and The Best Lawyers in America.
Mr. Stoll has years of experience addressing investigative and litigation matters in various highly regulated sectors, including insurance, energy, pharmaceuticals, banking and education. Mr. Stoll has advised corporations, boards of directors and officers in various internal investigations and matters before the Department of Justice and state attorneys general.
He has successfully represented clients in matters under the False Claims Act, both at the investigative stage in order to obtain declinations from state and federal investigators and at the litigation stage when relators have sought to advance qui tam actions.
For example, with respect to public matters, Mr. Stoll served as lead counsel for DeVry, Inc. and Starr International Co., Inc. in obtaining dismissals of False Claims Act cases filed by relators. Mr. Stoll also has represented clients in connection with investigations under the Foreign Corrupt Practices Act and has broad experience addressing government investigations under state and federal fraud laws.
Mr. Stoll also represents clients in a wide variety of civil litigations and arbitrations. For example, he successfully argued before the Wisconsin Supreme Court on behalf of Wisconsin Energy Corporation for reinstatement of regulatory permits authorizing construction of a $2.15 billion power plant.
He successfully represented Intel Corp. in obtaining the dismissal of a nationwide consumer fraud class action and Wisconsin Electric Power Company in appellate proceedings obtaining the reversal of a significant punitive damage award.
Mr. Stoll was a member of the teams representing Household Finance in obtaining the reversal of a multibillion-dollar securities fraud class action, defending Hank Greenberg against claims brought by the New York attorney general, and representing Starr International and other AIG shareholders in an action concerning the illegal exaction of equity by the government during the financial crisis.
Mr. Stoll also has represented clients in various post-acquisition and contractual disputes, and has successfully defended corporate clients in a variety of class action and consumer fraud proceedings.
Mr. Stoll also counsels and represents individuals and corporate clients with respect to criminal matters and grand jury proceedings. For example, he successfully represented Scott Jensen, former speaker of the Wisconsin Assembly, in the appellate reversal of Mr. Jensen’s conviction for felony misconduct in public office and successfully represented a state supreme court justice with respect to an ethics investigation.
