Kristin Cilento Carter is a shareholder in Baker Donelson’s Baltimore office. Ms. Carter represents a broad spectrum of health care providers, including hospitals, clinical laboratories, physicians and other health care providers.
A substantial portion of her practice involves advising clients on federal and state fraud and abuse laws and regulatory compliance issues. She also provides counsel regarding regulatory and licensure issues and managed care reimbursement and Medicare/Medicaid reimbursement issues.
Ms. Carter has extensive experience analyzing arrangements under the federal Anti-Kickback Statute, Stark Law and state fraud and abuse provisions. She takes a holistic approach to advising clients about potential arrangements with other health care providers, and frequently assists clients with internal investigations, self-disclosures to government entities, acquisition due diligences, and corporate compliance matters.
She frequently lectures and drafts articles on fraud and abuse, and compliance issues. Ms. Carter has extensive experience dealing with issues relating to the Maryland Health Care Decisions Act, including providing advice to physicians and other providers with respect to health care decision-making for patients based on written and oral advance directives, living wills, surrogate decision-making and court-appointed guardianship.
