Matthew W. Kinskey focuses his practice on complex litigation matters, including white collar defense, commercial litigation, and government investigations. He has represented and advised corporations and individuals in matters involving the Foreign Corrupt Practices Act, the False Claims Act, the U.K. Bribery Act, and competition issues.

Matt also maintains an active pro bono practice, and has appeared in immigration court on behalf of clients seeking asylum from persecution in their native country. Matt joined Cozen O’Connor after serving as a law clerk to the Honorable Zack J. Hawthorn of the U.S. District Court for the Eastern District of Texas. Before clerking, he was an associate in the Washington, D.C. office of another large, international law firm.

Matt received his law degree from the University of Texas School of Law, where he served as symposium editor for The Review of Litigation. During law school, Matt’s overview of the entrapment defense in criminal law, American Hustle: Reflections on Abscam and the Entrapment Defense, was published in the American Journal of Criminal Law.

Matt also clerked in the National Security Section of the U.S. Attorney’s Office for the District of Columbia and served as a legislative assistant for a member of the Texas House of Representatives.

Matt received his bachelor’s degree from Stanford University, where he graduated with honors. His honors thesis, The Effect of Texas’ “Robin Hood” School Finance Redistribution Program on Texas Public Schools, received Stanford’s Nathan Rosenberg Award for Exceptional Honors Thesis. Before attending law school, he worked as a financial analyst in the risk management department of one of the country’s largest commercial banks.

    • Advised international client in matter involving Foreign Corrupt Practices Act and U.S. wire and bank fraud statutes.
    • Represented a professional services firm in responding to a federal grand jury subpoena.
  • Internal Investigation and Compliance Matters
    • Represented financial services provider in an investigation brought by the Financial Industry Regulatory Authority (FINRA).
    • Represented clients in responding to civil investigative demands related to False Claims Act investigations and in defending against related qui tam litigation.
  • Civil Litigation
    • Represented international manufacturer named as defendant in toxic tort case brought in Los Angeles County Superior Court.
  • Pro Bono
    • Drafted appellate brief before the Supreme Court of Texas on behalf of various amici, including the American Civil Liberties Union and the Cato Institute, in support of a former Texas assistant district attorney who was wrongfully terminated for his refusal to withhold potentially exculpatory evidence from a defendant.
    • Successfully represented former Marine Corps Colonel and Commanding Officer of the Basic School in his petition for full medical and disability benefits following his medical retirement from the military.
